Once again the issue of persistent standing has raised its head at Deepdale, this time on the Town End during the game against Southampton. It appears that this was an organised campaign to create a standing/singing area on that stand due to a perception of lack of atmosphere.
As you are all aware Deepdale is an all seater stadium and at present the national regulations state that spectators must remain seated during the fixtures other than at times of excitement.
The only issue that causes concern is persistently standing throughout the fixture, which does draw attention from the licensing authorities and is commented on in a negative way. A standing report has to be submitted after each fixture to the Football League and before the fixture, to the certifying authority, who monitor our position on standing together with our activity to prevent it. If a problem is deemed to cause concern then a reduction in capacity can be the result.
As such the Club has to do what it can to ensure compliance with the regulations and that responsibility rests with the safety officer. It is appreciated that a large number of spectators stand in the Bill Shankly and if anything, whilst not condoning it, that has become the standing area at Deepdale.
It was apparent on Saturday that the Town Enders were getting behind the team clapping and chanting, however almost 100 per cent were sat down whilst doing so. For a small group to simply challenge the regulations because it doesn't suit them does show disregard for the Club's safety reputation and the responsibilities of the stewards who are present to uphold ground regulations.
Contrary to some views the safety officer is not against people enjoying themselves (nor is he a Burnley fan) or getting behind the team, and hopefully, without condoning it, the clue is in the above as to where to go if you are likely to persistently stand.
