Preston North End have been asked to disseminate the below to supporters in relation to flags and banners.
USE OF CROWD FLAGS / BANNERS AT WEMBLEY STADIUM
Wembley Stadium recognises that many supporters may like to display crowd flags when attending Football League events. The following guidance has been created to assist visitors in ensuring their flags meet with Health and Safety & WNSL Ground Regulations.
You may bring a flag into the ground WITHOUT permission from the Football League / Wembley Stadium if:
Your flag is smaller than 250cm in size at the widest or longest point.
It does not have an attached flag pole
In the case of an attached flag pole, it is made from wood and plastic only and is no longer than 1 metre in length and 1cm in diameter.
There is no advertising or commercial message on the flag
It does not contain any abusive or defamatory message
**Please note that flag poles made of metal are not permitted inside the stadium, no matter what size or length the flag / pole is.
If you arrive at Wembley Stadium and your flag does not come under the above points, and you have not gained permission from the Football League / Wembley Stadium, your flag may be confiscated at the turnstiles and not allowed into the Stadium.
You will NEED permission from the Football League / Wembley Stadium if any of the following applies to you:
Your flag is larger than 250cm in size at the widest or longest point
You wish to have a static flag connected to seating (this is not possible for sold out games)
You wish to have a moving flag / banner over supporters’ heads, pre match (see below guidelines).
Your flag has a pole connected that is over 1 metre in length and 1cm in diameter.
Upon seeking permission, you must supply the following:
• A photo showing the whole of the flag
• A photo showing any flag pole connected
• A valid, in date fire certificate, in English with the appropriate stamps of authority
• The actual size of the flag
If you arrive at Wembley Stadium and your flag differs in any way from the photographed or described flag and does match with the specific fire certificate, your flag may be confiscated at the turnstiles and not allowed into the Stadium.
CROWD FLAGS / BANNERS:
Permission must be sought from Wembley Stadium as well as the Football League before any flag or large banner, designed to pass over people’s heads and across the stand, is bought into the Stadium on match day. For the avoidance of doubt, large means above 250cm.
In such cases the flag / banner must be flame retardant and the organiser wishing to bring the flag to the fixture will need to provide the appropriate Health and Safety and Fire Safety Certificates.
Crowd flags / banners can only be operated in Level One of the Stadium (seats inside any block number starting with 1). Use of these banners will not be permitted in Level Two, Three, Four or Five.
Wembley operations will take control of the operation of moving the banner across the stand on behalf of the supporter or club.
The following information must be passed on to any supporter who wishes to seek permission from the Football League and Wembley BEFORE purchasing a large flag:
- The Club will be responsible for the delivery and collection of the crowd banner to the venue.
- A valid fire retardant certificate is required to be sent to the Football League and Wembley before the event and brought with the flag on the day of the event before entry into the Stadium is permitted.
- All crowd banners should be free from sponsorship or advertising without prior approval from the Football League.
- Crowd banners should not include any handles or eyelets
- A picture / mock up / photo of the flag / banner will need to be sent to Wembley and the Football League prior to event day.
Please note that Wembley Stadium reserves the right to confiscate flags if it is believed the flag breaches any of the above conditions or alternatively poses a potential Health and Safety risk. Confiscation is also possible if the flag contains any discriminatory or inflammatory message.
Size of Crowd Flag / Banners:
It is the Stadium’s experience that larger flags travel across the crowd better and are easier to manage than smaller flags. This is because the direction of travel cannot be controlled by individual fans. It is therefore recommended that flags are no smaller than 12m x 12m in size, with flags as large as 15m x 30m operating successfully in the past.
Supporters must contact their respective Club to request a Large Banner / Crowd Flag to be in use for any Final at Wembley. If in agreement with the request, it is then the responsibility of the Club to liaise with Wembley.
Note to Supporters:
Due to demand and the numbers of requests received, if your correspondence does not include all the above detail then the Football League and Wembley Stadium will not be able to consider your request for permission. Full details must be given at the time of application.
